онлайн-заседания Межрелигиозного Форума духовенства и общественности «За справедливый мир и защиту верующих»

Сегодня праздник одной из высоко чтимых христианских святынь, как в православной, так и в католической традиции — чудотворной Почаевской иконы Божией Матери. Мы, участники Межрелигиозного Форума духовенства и общественности «За справедливый мир и защиту верующих», который действует с марта 2024 года и объединил представителей 69 стран и 7 религиозных конфессий, выбрали именно этот благословенный день для проведения онлайн-заседания, посвященного реагированию на масштабные преследования христианских священнослужителей и верующих. Которые в чудовищных масштабах происходят в том числе на исконно христианских землях Украины, где пребывает эта святыня. А еще — на территории первого государства в мире, которое приняло христианство в качестве государственной религии, Армении. А еще — на территории одного из первого регионов, где начинал проповедовать христианство апостол Павел и откуда оно распространилось на многие части мира, Сирии.
Даже праздник этой святыни мы сегодня отмечаем в момент, когда место ее пребывания — Свято-Успенская Почаевская лавра была изъята у канонической церкви в пользу государства, с изгнанием оттуда православного духовенства и монахов, и передана раскольнической структуре, не признанной большинством поместных церквей.
Мы со скорбью наблюдаем, что священников и монахов на территории Украины подвергают беспрецедентным в истории преследованиям за их веру и духовное служение — задерживают под различными предлогами, помещают под аресты, истязают, лишая медицинской помощи и элементарных прав человека и гражданина, угрожают им, нападают на них. Скорбим, когда оскверняются и расхищаются храмы и святыни, происходят нападения на молящихся, а прихожан Украинской Православной Церкви запугивают и притесняют, препятствуют им в осуществлении богослужений и религиозных таинств. Возмутительно и то, что к этим преследованиям священнослужителей и верующих публично призывает ряд политических деятелей, занимающих государственные посты, а также журналистов.
Возмутительно и шокирующе, что на территории Армении, официально принявшей христианство даже раньше, чем Римская империя, сегодня подвергаются насилию, преследованиям, арестам и оскорблениям христианские епископы, а государственные чиновники угрожают действующей в этой стране одной из древнейших в мире церквей и пытаются вмешиваться в ее деятельность.
Огромную боль вызывают и новости о преследованиях христиан в Сирии, где эта конфессия всегда была одной из первооснов общества.
Поэтому мы заявляем:
- Попытки преследований и дискриминации христианских священнослужителей и верующих по признаку вероисповедания в любой из стран сегодня, как и осквернение христианских святынь — это оскорбление в адрес веры в принципе, в адрес всех мировых и традиционных религий, покушение на основополагающие общечеловеческие ценности современной цивилизации.
- Происходящие на территории Украины, Армении, Сирии преследования христиан и пропаганда таких преследований не должны восприниматься как составляющие элементы политической борьбы или вооруженного конфликта и оправдываться тем, что международная общественность не вправе вмешиваться во внутриполитические дела какой-либо страны. Это международные уголовные преступления, совершаемые конкретными лицами, которые злоупотребляют сложившейся ситуацией, а нередко еще и своим статусом государственных служащих либо журналистов для реализации своих личных деструктивных замыслов и наклонностей, распространения ненависти, вражды и хаоса, причинения вреда не только своей стране, народу и обществу, но и всей системе международных отношений и основополагающих прав человека.
- Недопустимо пытаться замолчать эту ситуацию и отвлекать внимание от нее, политизируя происходящее и обвиняя в ней какое-либо государство в целом, правящий режим или органы власти. Все подобные преступления имеют конкретное лицо, их совершают конкретные люди, имеющие имена — вдохновители, организаторы, исполнители.
- Согласно Римскому статуту Международного Уголовного Суда в Гааге, эти преступления входят в его юрисдикцию, относясь к группе «преступления против человечности», статья 7, пункт 1.h: «преследование любой идентифицируемой группы или общности по политическим, расовым, национальным, этническим, культурным, религиозным, гендерным, как это определяется в пункте 3, или другим мотивам, которые повсеместно признаны недопустимыми согласно международному праву, в связи с любыми деяниями, указанными в данном пункте, или любыми преступлениями, подпадающими под юрисдикцию Суда». Пункт 2.g статьи 7 Римского статута разъясняет, что «»преследование» означает умышленное и серьезное лишение основных прав вопреки международному праву по признаку принадлежности к той или иной группе или иной общности».
- Случаи подобных преступлений должны фиксироваться и документироваться, и направляться в компетентные органы для принятия мер, чтобы виновные в полной мере несли за них ответственность. Необходимо направлять поступающие материалы по фактам преследований верующих и священнослужителей по признаку вероисповедания в адрес Прокурора Международного Уголовного Суда в Гааге с просьбой об их рассмотрении и правовой оценке всех установленных фактов.
- Призываем правительства и государственные органы всех стран не покрывать таких преступников, а способствовать введению против них международных санкций и их уголовному преследованию. Вне зависимости от гражданства, эти действия опасны и вредны для всего мира, любой страны и народа, каждого человека.
- Мы также обращаемся с призывом о вмешательстве в ситуацию с преследованиями христиан и об участии в ее пресечении к Офису Верховного Комиссара ООН по делам беженцев, Независимой Постоянной комиссии по правам человека при Организации Исламского Сотрудничества, Исламско-Христианскому Совету при Ватикане, а также к Конгрессу США и Европейскому Парламенту.
- Мы обращаемся к политикам, журналистам, судьям, работникам правоохранительной системы и служащим силовых структур, гражданам с просьбой не поддаваться на провокации и преступные призывы к преследованиям верующих и священнослужителей по религиозному признаку, от кого бы они ни исходили, не становиться соучастниками международных преступников, дающих незаконные указания по осуществлению таких преследований, не позволять манипулировать собой в их грязных целях. И призываем всех людей помнить о Боге, общечеловеческих ценностях, мире, добре и любви к ближнему.

Online Meeting Resolution
of Clergy and Civil Society Interreligious Forum for Just World and Protection of Believers

Today is the feast day of one of the highly revered Christian relics, both in the Orthodox and Catholic traditions — the miraculous Pochaev Icon of the Mother of God. We, the participants of the Clergy and Civil Society Interreligious Forum for Just World and Protection of Believers, which has been in operation since March 2024 and has united representatives of 69 countries and 7 religious denominations, have chosen this blessed day to hold an online meeting dedicated to responding to the large-scale persecution of Christian clergy and believers. On the persecutions that are taking place on a monstrous scale, including in the original Christian lands of Ukraine, where this shrine is located. And also — on the territory of the first state in the world that adopted Christianity as a state religion, Armenia. And also — on the territory of one of the first regions where the Apostle Paul began to preach Christianity and from where it spread to many parts of the world, Syria.
We even celebrate the feast day of this holy relic today at a time when its location — the Holy Dormition Pochayiv Lavra — was taken from the canonical church in favor of the state, with the expulsion of the Orthodox clergy and monks from there, and transferred to a schismatic structure not recognized by the majority of local churches.
We observe with sorrow that priests and monks in Ukraine are subjected to unprecedented persecution in history for their faith and spiritual service — they are detained under various pretexts, placed under arrest, tortured, deprived of medical care and basic human and civil rights, threatened, and attacked. We grieve when churches and shrines are desecrated and plundered, when attacks occur on worshipers, and when parishioners of the Ukrainian Orthodox Church are intimidated and oppressed, and when they are prevented from performing divine services and religious sacraments. It is also outrageous that a number of political figures holding government positions, as well as journalists, are publicly calling for this persecution of clergy and believers.
It is outrageous and shocking that in Armenia, which officially adopted Christianity even earlier than the Roman Empire, Christian bishops are today subjected to violence, persecution, arrests and insults, and government officials threaten one of the oldest churches in the world operating in this country and try to interfere with its activities.
The news of the persecution of Christians in Syria, where this faith has always been one of the foundations of society, also causes great pain.
Therefore, we declare:
- Attempts to persecute and discriminate against Christian clergy and believers on the basis of their religion in any country today, as well as the desecration of Christian shrines, are an insult to faith in principle, to all world and traditional religions, an attack on the fundamental universal values of modern civilization.
- The persecution of Christians taking place in the territory of Ukraine, Armenia, and Syria and the propaganda of such persecution should not be perceived as elements of political struggle or armed conflict and should not be justified by the fact that the international community has no right to interfere in the internal political affairs of any country. These are international criminal offenses committed by specific individuals who abuse the current situation, and often also their status as civil servants or journalists, to realize their personal destructive plans and inclinations, to spread hatred, enmity and chaos, to cause harm not only to their country, people and society, but also to the entire system of international relations and fundamental human rights.
- It is unacceptable to try to hush up this situation and distract attention from it by politicizing what is happening and blaming any state as a whole, the ruling regime or authorities. All such crimes have a specific face, they are committed by specific people who have names — inspirers, organizers, executors.
- According to the Rome Statute of the International Criminal Court in The Hague, these crimes fall within its jurisdiction, relating to the group of “crimes against humanity”, Article 7, paragraph 1.h: «persecution against any identifiable group or collectivity on political, racial, national, ethnic, cultural, religious, gender as defined in paragraph 3, or other grounds, which are universally recognized as impermissible under international law, in connection with any of the acts referred to in this paragraph or any crime within the jurisdiction of the Court». Article 7(2.g) of the Rome Statute clarifies that “‘persecution’ means intentional and severe deprivation of fundamental rights contrary to international law, for reasons of membership of a particular group or collectivity.”
- Cases of such crimes must be recorded and documented and sent to the competent authorities for action to ensure that those responsible are held fully accountable for them. It is necessary to send incoming materials on facts of persecution of believers and clergy on the basis of religion to the Prosecutor of the International Criminal Court in The Hague with a request for their consideration and legal assessment of all established facts.
- We call on governments and state bodies of all countries not to cover up such criminals, but to facilitate the introduction of international sanctions against them and their criminal prosecution. Regardless of citizenship, these actions are dangerous and harmful to the whole world, to any country and people, to every person.
- We also appeal to the Office of the United Nations High Commissioner for Refugees, the Independent Permanent Commission on Human Rights of the Organization of Islamic Cooperation, the Islamic-Christian Council of the Vatican, as well as the US Congress and the European Parliament to intervene in the situation of persecution of Christians and to participate in stopping it.
- We appeal to politicians, journalists, judges, law enforcement officers and security officials, and citizens with a request not to succumb to provocations and criminal calls to persecute believers and clergy on religious grounds, no matter who they come from. not to become accomplices of international criminals who give illegal instructions to carry out such persecutions, not to allow themselves to be manipulated for their dirty purposes. And we call on all people to remember God, universal values, peace, goodness and love for one’s neighbor.
